Dependency
There is two commands one for the police to add a invoice or check unpaid invoices and one for the citizen to check and pay his invoices.

/pbill (only cops can use it) - this command is for checking and giving bill to citizen.

/bills - this command is been used by citizen to check and pay the bills.
