[MLO] San Andreas Highway Patrol - SAHP station

So yeah, San Andreas State finally decided to do something about racers, and speeding on highways, a new Station is already operating on Los Santos Fwy.
Officers are now a way happier, both shootouts and physical violence numbers have decreased dramatically on SAHP jurisdiction (Slow and noisy Kanjo drivers might experience some violence yet)
