• Added support for realistic handcuffing other players with unique key for each handcuffs

• Ability to handcuff a person with your handcuffs and get its key.
• No one can open the handcuffs unless you have the key.
• Ability to use the special handcuff key that can open any handcuff when the original handcuff key is lost (GIVE IT TO HIGH COMMANDERS ONLY FOR BETTER RP).
• Protected using Escrow system
